DR Congo FERI

Any exporter or importer dealing with cargo shipment to DR Congo must obtain a FERI certificate for each consignment before loading.

Application for a FERI certificate should be made before the cargo is shipped. The certificate must be presented for validation at the first port of entry in DR Congo.

You will need to provide shipment details such as;

• Transport Document – Draft Bill of Lading, Air-Waybill, or CMR copy can be used for the draft.
• Commercial Invoice – Incoterm, reference, and date must be mentioned.
• Freight Invoice: It is necessary if the freight cost isn’t on the commercial invoice.
• FXI Number – The importer has to provide it (It is not mandatory)

The processing time can vary, but typically, you should receive your FERI certificate within 5 to 10 working days after submitting all necessary documents and information.

Yes, a FERI certificate is required for all goods entering DR Congo, with very few exceptions. It's crucial to check the latest regulations in case of changes.

• Transport agents or forwarding representatives are required to present a FERI certificate at least five days before the ship enters the territorial waters of the Democratic Republic of Congo.

• Without the submission of the FERI certificate, the goods will be denied customs clearance and sent back to their place of origin.

• In cases where the FERI is not presented at the time of container discharge, the fee for issuing the FERI must be settled upon arrival, in addition to a penalty of 20% of the cargo's freight value. (Document 409/021 – March 23, 1992)
